We would like to thank the organisers for inviting ALAS to participate in a debate that is key to the future of the sector.

During the session, Manel focused on several structural priorities for activating large-scale capital:

  • Organise and clarify financing mechanisms, facilitating the effective arrival of capital.
  • Approve the State Housing Plan as soon as possible and consolidate the role of the Official Credit
  • Institute in generating specific financing for the sector, including non-repayable funds.
  • Ensure a stable tax and legal regime, avoiding constant regulatory changes between autonomous communities and moving towards a more uniform model that instils confidence in large international investors.
  • And, above all, generate land on a large scale, not only with a short-term vision, but also planning for the medium and long term to ensure sufficient housing volume.

In this context, the figure of the asset manager takes on special relevance, as they are the ones who maintain the long-term position and guarantee the preservation of affordability. Their vision must be present from day one in the structuring of the project — from the definition of the land and financing to the operational design — to ensure stability, strategic coherence and sustained commitment to social impact.

Because affordable housing needs more than just intention: it needs stability, scale and clear financial structures that attract patient and committed capital.

At ALAS, we will continue to work to ensure that institutional investment is a real lever for the creation and preservation of affordable housing in Spain.
